Build me the web client for an outbreak investigation tool, something that lets public health staff view and work with case information in a browser.

I want a clean Angular style app that can be installed with the usual Node and Bower setup, then copied into a Tomcat webapps folder to run. It should have a simple working interface for browsing outbreak data, entering and editing cases, and moving through the main screens a user would need during an investigation.

Please make it feel like an actual usable internal tool, not a demo, and keep the layout straightforward. Also include the basic test setup so I can run the existing tests and know the app is working after changes.
