Build me a lightweight Xbox 360 to PC controller bridge that sends controller input from the console to a Windows app over the network.

I want two parts, a console side plugin and a simple Windows receiver, so I can plug in Xbox 360 controllers on the console and have them act like PC controller input in a game or app on the computer. The console side should let me turn console input on or off while streaming, and it should support more than one controller, even if the extra ones are a little less reliable.

Make it easy to configure the PC IP address and port in a small settings file, with a default port that works out of the box. Keep the setup simple enough that I can drop the plugin next to its config file and use it with DashLaunch. If you need to, look up current docs online for anything platform specific.
