Build me a complete web portal called Vidumurai Portal for University College of Engineering Ariyalur to manage student hostel leave online instead of on paper.

Students should be able to register, log in, apply for leave, upload proof, see approval status, and download an approved leave certificate as a PDF with a QR code. Staff should be able to review leave requests for their assigned students, approve or reject with remarks, and see history. Admins need a dashboard to approve student registrations, manage staff, admins, and security users, upload an admitted students Excel list, and export reports. Security guards should be able to scan the QR code at the hostel gate and log student exit and return times.

Please include secure login, password reset with OTP by SMS, Twilio SMS updates for students and parents, and the two step approval flow with advisor or HOD first, then warden. Use Python Flask with simple Bootstrap pages, SQLite locally, PostgreSQL for deployment, and make it ready to run locally and deploy on Render.
