Build me a Python app for analyzing captured radio signals from .iq and .wav files.

I want to open a recording, set the sample rate if needed, and get a clear report that says what kind of signal it is, how clean it is, where the message starts, and what the decoded payload says. Please include a desktop GUI with tabs for time view, spectrum, waterfall, constellation, eye diagram, bitstream, payload, and analysis guesses, plus a simple way to open demo captures and batch process a folder.

It should also have a command line mode that prints a readable summary and saves a JSON report, and a browser based version for when I do not want to use the desktop window. Add the usual RF plots and make sure the app can explain its confidence in the modulation and decoding results.
