Build me a desktop app for CFPT Ivato that helps manage staff evaluations and training follow up, and make it work fully offline.

I want a clean modern interface with a dashboard, staff management, detailed evaluation forms, simple stats and reports, plus import and export of data so everything can be backed up and restored locally. The app should include login, local data storage, and a way to edit the training themes and the center’s information. Use the CFPT branding and logo, keep it easy to use for non technical staff, and make sure it feels fast and reliable on Windows.

The evaluation flow should let me pick a staff member, choose a training theme, score the criteria, add comments, and see overall results clearly.
