Build me a local tool called Free Claude Code that lets me use Claude Code and Codex through one simple proxy, so I can point them at free, paid, or local models without changing how the clients normally work. I want it to work in the terminal first, and also be usable with the VS Code extensions. If possible, make room for chat bots too, like Discord or Telegram, and optional voice note transcription.

It should start with an easy local server command, give me a small admin page in the browser to paste provider keys, choose default models, test the connection, and change settings safely. I want simple launcher commands for Claude Code and Codex that automatically read the current local settings and auth. Keep streaming, tool use, reasoning, and model picking working in a natural way. For Claude Code, let different model types route to different providers. For Codex, make the model list show up inside its picker.
