Build me a full employee management backend API for a small HR system.
I want it to support multiple tenants, with login and role based access for admin, manager, and staff. It should let me manage employees, departments, attendance, leave, payroll, training, and reports, with filtering, sorting, pagination, and export to CSV or PDF where it makes sense.
Use a clean layered structure so the domain, application, infrastructure, and API parts stay separated. I also want JWT authentication, Microsoft Identity, Swagger docs, centralized response handling, good error messages, and logging with Serilog. Please include basic unit tests too, using xUnit and mocks for the main services.
Make it work with SQL Server and EF Core, and set it up so the database can be created and seeded on startup. If you need to look up current ASP.NET Core 9 or Identity docs online, go ahead.
Are you gonna build this?
