Build me a web app called Overwatch that sits under Razorpay and helps recover failed payments and abandoned checkouts.

I want it to take in signed Razorpay webhooks and maybe CSV demo data, figure out why a payment failed, score which cases are worth trying to recover, and then choose the safest next action with a bounded policy so nothing risky ever gets sent to money flows. It should use ML for the recovery decision, but keep a deterministic rules layer in control, with clear reason codes and a full audit trail.

Please also add a dashboard where I can see failed cases, recovery actions, evidence for each decision, and a lab page that shows whether the recovery strategy is actually beating a random no action control with simple stats and confidence intervals. Use real Razorpay test mode links where possible, and make sure webhooks, retries, and captures are handled cleanly and idempotently.
