Build me a small command line tool that can connect to a Keycloak server and load realm settings from JSON or YAML files.

I want to keep Keycloak configuration in Git and apply it from the command line or a Docker container, without restarting Keycloak. It should read files that look like a Keycloak realm export, push the desired state through the admin API, and be safe to run more than once without making duplicate changes. It should support things like realms, clients, roles, identity providers, and login flows, and it would be really helpful if it can replace variables from environment values or other local files before importing.

Make it easy to run with environment variables or flags, include clear logging, and provide a sample config file plus simple docs for how to use it locally and in Docker. If anything is unclear, check the current Keycloak docs online and follow the common export format.
