Build me a working WeatherIntel prototype for disaster response teams.

I want a web app where citizens can submit weather incidents with a short report, photo upload, location, and language support for English, Hindi, and Marathi. The app should show these reports on an interactive map, group nearby reports into one incident, and help spot duplicate photos so the same viral image does not count twice. It should also compare reports against official weather station data and show a clear confidence score with a simple explanation of why an event was marked real, doubtful, or needs human review.

Please include an admin screen for reviewing flagged incidents and changing their status, plus a few demo scenarios so I can test flood and storm cases quickly.
