Build me a polished weather website called WeatherVerse using only plain HTML, CSS, and JavaScript. I want it to feel cinematic and premium, not like a basic weather widget.

When someone opens it, ask for their location and show the current weather right away. Also let them search for any city. Show the current temperature, condition, feels like, humidity, wind, UV index, sunrise, sunset, a 24 hour forecast, and a 7 day forecast with icons and highs and lows.

The whole page should visually change based on the weather. Sunny should feel warm and golden, rain should have rain animation, snow should have snowflakes, night should have stars and a moon, storms should have lightning, and cloudy should feel calm and muted. Add smooth card animations, a nice loading screen, a light and dark theme toggle, and make it look great on phones and desktops.

Use a free live weather API if possible. If an API key is needed, make it obvious where I should paste it.
