Build me a Claude Code skill for reviewing GitHub pull requests in a careful, professional way.

I want it to use the GitHub CLI to prepare reviews as pending drafts first, batch all comments together, and only post after I explicitly say yes. It should handle the common review actions, like leaving normal comments, approving a PR, or requesting changes, and it should use code suggestion blocks when it recommends edits.

Please make the workflow feel safe and predictable, so it always shows me exactly what it plans to post before anything goes live. If there are file specific comments, include the file names and line numbers clearly. If you need to check current GitHub CLI or Claude Code docs online, go ahead and do that.

Set it up so I can install it as a Claude Code plugin or copy it into my skills folder, and make sure the versioning and changelog are included too.
