Build me a Windows 10 and 11 app that sits like a dynamic island notch at the top of the screen, right under the camera, and stays out of the way when I do not need it.

When nothing is happening, it should just show the time. When music is playing, it should show the album art, song info, progress, playback buttons, and synced lyrics with the current line highlighted. It should also show small system notices like volume, brightness, battery, caps lock, network, and camera or microphone use. I want it to expand smoothly on hover and collapse again when I move away.

Please include tabs for media, calendar, focus timer, water reminders, tasks, and a shelf for saved shortcuts or files. It should support Google Calendar and Google Tasks if I connect them, plus weather and update checks only if I turn those on. Keep it private by default, with no account, no telemetry, and local storage only for app data. If you need to look up current docs online, go ahead.
