I want to build a website that's a complete toolkit for working with PDF files. The most important feature is privacy, so all of the processing needs to happen directly in the user's browser. No files should ever be uploaded to a server.

It should have a bunch of common tools. Users need to be able to merge multiple PDFs into one, split a PDF into separate files, and reorder or delete pages. I also want conversion tools, so people can turn images like JPGs into a PDF, and maybe even extract text or images from a PDF. For security, let's include features to add a password or put a watermark on documents.

Please build this as a modern, client-side JavaScript application. The whole idea is to create a free, self-hostable alternative to other online PDF services, so please include a Dockerfile to make it easy for people to run it on their own.
