Build me a Cities: Skylines mod that overhauls the loading screen and makes big custom asset cities load better. I want it to show a nicer, more useful loading experience, give players simple options for controlling loading behavior and what gets loaded or skipped, and most importantly cut down memory use and improve loading performance when a lot of workshop assets are installed.

Please make it feel like a real in game mod, not just a proof of concept. It should be stable, clear to use, and friendly for normal players who just want faster loading and fewer problems. If there are existing assets, images, translations, or background pieces in the repo, use them so it feels complete.
