Build me a simple Python tool that takes an image, or a GIF, and makes it look like it was built out of LEGO bricks.

I want a command line app where I can give it an input file and optionally an output file, then choose how many bricks wide the final image should be. It should also let me turn the color spreading effect on or off, and pick from a few LEGO style color palettes like solid, transparent, effects, all, and a simple black and white mode.

Please make it work well for photos and animated GIFs, and keep the output looking like real LEGO pieces instead of just a pixelated image. If you need to, look up current Pillow or click docs online so the command line experience feels smooth.

Also include basic tests and make sure it can be installed and run easily from Python.
