Build me a PowerShell based repo for Azure Virtual Desktop image layers like the one Schoolyear uses for exam machines.

I want a clean set of layer folders for common things like a base Windows 11 image, country specific network access, Excel, MATLAB, RStudio, and Windows 11 language support. Each layer should have the usual files for a buildable image layer, with a simple metadata file and a non interactive install script that can run before Sysprep. If a layer needs extra files or helper scripts, include those too.

Also add a README that explains how someone can create a new layer, bundle a few layers together, and build the image with avdcli. Keep it practical, with example commands and notes about what each layer is for. If anything needs current docs, look them up online while you build it.
