Build me a Windows desktop helper browser for Kantai Collection, like a companion app that shows useful game info while I play. I want a built in browser for the game with things like screenshots, zoom, mute, and the ability to capture another program window too.

The main idea is a dashboard with separate windows I can move around, dock, and tab however I like. Show fleet status, ship details like level, HP, condition, supply, and equipment slots, all fleets at a glance, dock repair status and remaining time, ship construction progress, admiral and resource info, quest progress, battle prediction and result info, route and event prediction, equipment lists, ship and equipment encyclopedia views, and records for development, construction, and drops.

Please add notifications for things like expedition return, repair completion, and dangerous sortie warnings. It should only read and display the game data, not modify or interfere with the game itself. If needed, check the project wiki or current docs online to match the expected behavior.
