Build me a fun Python webcam app that uses hand tracking to switch between live video filters with simple gestures. I want to open the camera, detect my hand, and be able to swipe left or right in the air to cycle through a few cool looking effects like cyberpunk, Y2K, matrix, and sketch.

Keep it lightweight and easy to run, with everything in one main file if possible. Please include a simple fallback so I can also switch filters with the left and right arrow keys, and quit with Q or Escape. Make it feel smooth and playful, not overengineered.
