Build me a simple web app that lets people ask questions about the Constitution of Nepal 2072 and get clear answers in plain English or नेपाली.

Use the included constitution PDF as the source, so the bot should search the document, pull the most relevant parts, and answer based on that instead of making things up. I want it to automatically reply in the same language the person uses, and when possible it should mention the related article or section. Make the chat feel modern and clean, with a polished Nepal themed look, dark mode, and a layout that works well on phones too.

Please connect it to Groq for the AI responses, using an API key from an env file, and add basic handling for rude or inappropriate messages so it responds politely. If someone asks about current political issues, it should still try to connect the answer back to the constitution in a sensible way.
