Build me a portable agent skill for writing arXiv ready ML and AI review papers in LaTeX.

I want the workflow to start from a topic, do an initial literature pass, draft a paper plan, and then wait for my approval before it writes any prose. After that, it should work issue by issue, with each section tied to clear acceptance criteria and target citations. Every citation should be checked against a live source before it gets added to the bibliography, and the final result should compile cleanly into a two column IEEE style PDF with no undefined references or broken citations.

Make it work in both Claude Code and OpenAI Codex, with a simple portable skill setup and a few example runs so I can see how to use it. If you need current docs or examples, look them up online.
