Build me a simple Windows desktop app that helps me combine text from different categories and export the results into text files.

I want to be able to add several categories in order, put multiple lines or items under each one, and then generate every possible combination by picking one item from each category. The app should save the output into separate .txt files, one file for each item in the first category, and the contents should be easy to read, with each combination on its own line and a blank line between entries.
