Build me a clean personal portfolio website that feels like a dark terminal or console, with a strong monospace look, a single mint accent, and a really polished responsive layout.

I want the whole site to be data driven so I can update my profile, about text, resume, skills, projects, interests, awards, and contact info by editing JSON files instead of touching the page layout. The portfolio section should show project cards with tag filters, and some projects can be marked as private with an NDA badge. Skills should be grouped by category and shown with a simple visual level indicator. Also add a typed hero intro, a mobile menu that slides in nicely, and a local clock in the sidebar.

Please make it work with plain HTML, CSS, and JavaScript only, no framework or build step. I also want a download CV button that generates a PDF from the same data. Keep it fast, responsive, and easy to deploy on GitHub Pages. If you need to look up current docs online for the PDF part, feel free to do that.
