Build me a voice enabled RAG app called Iris for a HackerHouse Goa style demo.

I want a polished web app where someone can speak a question, hear the answer read back, and see the app search a small knowledge base first before replying. It should feel fast and reliable, with a neon tropical dark theme, glowing cyan and pink accents, and a clean dashboard for trying voice input, comparing chunking strategies, checking retrieval latency, and browsing the sample MSMARCO data.
