Build me a fast native Windows app called CineLibrary for people with movie and TV folders already scraped with Kodi style nfo files and poster artwork.

I want to add one or more movie or TV root folders, including external drives, and have the app scan them into a clean visual library with posters, fanart, details, cast, seasons, episodes, and a play button. If a drive is unplugged, keep everything visible but mark those titles as offline, then bring them back when the drive is connected again.

Make browsing feel quick with search and filters for things like title, actor, director, year, genre, rating, tags, watched status, favorites, and watchlist. Add personal notes, custom tags, custom lists, continue watching, recently added, recently watched, surprise me, and play next unwatched for shows.

Keep it portable and private. Store the database, cached artwork, watched history, favorites, notes, tags, and lists beside the app, with backup and restore to a JSON file. Add light, dark, and system theme settings. Use C# and WinUI 3 for Windows 10 and 11, and look up current docs online if needed.
