Build me a Terraform project for an AWS web app sandbox that sets up a full multi tier setup, with a custom network, public and private subnets across three availability zones, an application load balancer, and an auto scaling group for the app servers.

I also want the database to be separated into its own Terraform state, using MySQL on RDS, and the remote state for the app stack should read from that cleanly. Make sure the backend uses S3 for state storage with encryption, versioning, public access blocked, and DynamoDB locking for safety.

Please keep it easy to run locally too, so I can test everything without paying for AWS. If needed, use the local cloud emulation setup already in the repo, and make sure there is a simple way to source the environment and apply the global, database, and web tiers in order. After it is up, I should be able to open the app in my browser on localhost and see it working.
