Build me a simple Telegram bot that helps me monitor my own Windows PC and do basic admin tasks from chat.

I want it to show system info like CPU, RAM, disk, network, and running processes, plus let me take a screenshot, check or close a process, open a file or website, send a desktop message, and play a sound on the computer. It should also be able to run a command only when I explicitly ask for it, and include a few small helpers like changing the wallpaper or cursor on my own machine.
