Build me a small command line app that helps me download videos from Recu by using a config file with the video links and my browser cookie and user agent.

I want it to run from the terminal, create a config file on first launch if it does not exist, and then read a JSON file that contains one or more video URLs plus the request headers it needs. It should be able to download a full video, or just grab the m3u8 playlist file if I ask for that. I also want an option to download videos one after another instead of all at once, and if I give it a local playlist file, it should use that directly.

Please make it work for the Windows binary workflow described in the README, and support the advanced option where a video entry can include a start time, end time, and total length so only part of a video gets downloaded. If anything is unclear, check the current docs or examples online and match the behavior as closely as possible.
