Build me a Python app that helps people find the best laptop deals from Ethiopian Telegram tech channels.

I want both a Telegram bot and a simple web app. People should be able to browse the latest listings, filter by things like brand, price, RAM, and screen size, and ask for recommendations based on their budget and what they need the laptop for. It should understand search in English and አማርኛ, including messy natural language like “Dell laptop under 100k” or “ለቢሮ ሥራ የሚሆኑ ላፕቶፖች ከ50ሺ በታች”. Voice search would be great too, in both languages.

The app should pull listings from Telegram channel exports or synced Telegram messages, use AI to extract the laptop details, and store the data so searches are fast. Please make it easy to run locally with Docker, and if you need to look up current docs online for any of the tools, go ahead.
