Build me a reusable AI workflow repo for coding agents that helps start a project from an idea and carry it through planning, design, build, test, deploy, and maintain with human approval at each step.

I want it to work as both a Codex skill and a Claude Code skill, plus a Codex plugin version that can be shared with a team.
