Reverse engineered prompt

Build me a Rust command line tool that can take a string or a file full of weird looking text and figure out what it really says, even if it has been encoded or encrypted several times. It should try common things like Base64, hex, ROT13, Caesar, Morse, URL encoding, and a few other simple ciphers, then keep peeling layers until it finds something that looks like normal plaintext. If it finds more than one possible answer, show the best one and ask me before accepting it, and give me an option to just take the first good result for scripting.

I also want it to recognize useful things in the decoded text, like IP addresses, URLs, tokens, TOTP secrets, card numbers, and CTF style flags, so it can tell me what it found, not just decode it. Make it fast, work well from the terminal, save a small config file after first run, and include clear help text and examples. Look up current docs online if you need to.
