Build me a Chrome extension that turns my saved tabs into a personal knowledge base.

I want to be able to save the current tab, or a whole window, with a short summary, a reason I saved it, and a few tags. The extension should keep everything local in the browser, with no server needed. I also want a main page where I can search all saved items, open a detail panel, and edit the summary, reason, and tags inline.

Please include a visual graph view that connects bookmarks by shared tags, with a sidebar for tags and a live list of saved items. Let me hide a tag from the graph when it gets too noisy. Add optional AI help for tag and summary suggestions, but keep it off by default and make it work with common providers if I turn it on. Also add export and import for backups, plus an Obsidian export if possible.
