Build me a simple public web app for Philippine government agencies to draft their DICT 2026 Information Systems Strategic Plan without needing an account.

I want a guided editor that walks users through all four ISSP parts, agency profile, current ICT assessment, proposed ICT strategy, and resource requirements. The budget area should support year 1 to year 3 entries and UACS codes, then summarize the investments clearly. Everything should save in the browser so agency data stays private, with a way to download and reopen an .issp file from their own computer.
