Build me a local app that takes a YouTube link or video URL and turns it into a bunch of short, ready to post viral clips on my own machine.

I want it to download the video, transcribe it, find the best moments, and score them so I can pick the ones I like from a simple review list. The clips should end on complete thoughts, not cut people off mid sentence. It should also let me search for a topic or keyword and make clips around that instead of scoring everything.

Please make it export square, vertical, and widescreen versions, add word by word burnt in captions, reframe the speaker automatically for vertical cuts, and include a preview mode so I can check drafts before rendering the full version. It should also clean up filler words and long pauses if I ask for it, and save ready to post title, description, hashtags, and thumbnail files too.

Keep it fully local, free to use, and with no API keys or cloud uploads.
