Build me a Discord bot app called CylBot with a small web site to manage it too. I want the bot to run on Node and expose an API locally, with Discord slash commands, login through Discord on the site, and support for a PostgreSQL database for things like tickets and saved data, but it should still work in development with a simple fallback if the database is not set up.

Make the setup easy to run with Docker Compose for the database, separate start commands for the bot and the web app, and clear environment variables for the Discord token, application ID, and optional OAuth login.
