Build me a tool that can turn a web animation into an MP4 video without screen recording.

I want to be able to make scenes with canvas, SVG, DOM, or CSS animations, then render them frame by frame in a browser so the output is smooth and repeatable every time. It should have a live preview where I can scrub through the animation, a quick preview mode that makes a low resolution silent check image, and a full render mode that exports a video at the size and frame rate I choose.
