Build me a self hosted web app that takes in audio files from radio scanner or SDR recorder software and turns them into a live feeling police scanner experience in the browser.

I want users to be able to open the site on a modern browser, hear transmissions as they come in, and browse the recent recordings in a way that feels like a real scanner, but cleaner and more polished. It should have an admin area where I can finish setup, connect a recorder, and manage the source of audio files, whether they come in through an API or by watching a directory.
