Build me a Rust library for fast, reliable network services, focused on an HTTP proxy and load balancer that can be used as a foundation for real production systems.

I want it to support HTTP 1 and 2, TLS, websocket and gRPC proxying, graceful reloads, load balancing, failover, and basic observability hooks.
