Build me a Rust library for QUIC and HTTP3, with a simple client and server I can run from the command line.

I want it to let an app create a connection, handle incoming packets, send outgoing packets, manage timeouts, and exchange stream data over QUIC. It should also include a few small demo tools so I can test a client against a server locally, ideally with a self signed certificate for quick experiments.

Please make the public API feel straightforward for an application developer, with clear setup for configuration, connection start, packet receive and send, and reading and writing stream data. If anything depends on current Rust or networking docs, look them up online as needed.
