Hey, can you build me a personal portfolio website? I'm a developer and want a clean, modern way to showcase my projects on a single page. I'm looking for a minimal design with some nice animations, like having the sections reveal themselves as I scroll down.

It should have four main parts. First, a big hero section at the top with my name and a short tagline. Then, an "About Me" section with a photo, a short bio, and a button to download my resume. The main part will be a "Projects" section. For each project, I want to display a title, description, and a screenshot. The project cards should have links to the live site and the source code, and I'd love it if the images had a cool, subtle 3D tilt effect when you hover over them.
