Build me a small Python based setup for Claude Code that makes Opus feel more like a fast, careful coding assistant.

I want one install command that copies the needed files into the Claude config folder, adds a fable launcher to my shell, and works on Windows, macOS, and Linux. When I run fable, it should start Claude Code with the right mode turned on, load the main behavior prompt, and make the assistant more outcome focused, grounded, and good at verifying its own edits. It should also include a couple of useful hooks, one that can run tests after changes and another that helps activate the mode when a real coding task starts.

Please include a simple doctor command so I can check that everything is wired up correctly, plus an uninstall path that cleanly removes only what this project added. If anything depends on current Claude Code behavior, look up the latest docs online first.
