Build me a NestJS backend for a payment orchestration MVP called Nexara.

I want a clean API for merchants, distributors, super distributors, and admins, with the hierarchy rules already built in. Merchants should be able to sign up, log in, verify OTP, see their wallet, add money, check activity, manage beneficiaries, make payouts, and receive notifications and webhooks. Admin and ops users should be able to manage merchants, change statuses, set limits and fees, view the org network, see audit logs, and broadcast notifications.

Please include the feature and bank switching setup too, so the platform can start on mock KYC and mock payouts, then later switch to real providers like DigiLocker and the supported banks without changing merchant facing APIs. Use Fineract as the ledger connection, keep KYC mocked by default, and make the health checks verify Postgres, Fineract, and the default bank.

Set up the project so it runs locally with Docker, has Swagger docs, seeded staff logins, and sensible endpoints under /v1. If you need current library docs, look them up online.
