Build me a Node.js command line tool that helps people write better git commit messages.

I want it to work like a friendly replacement for git commit, so when someone runs git cz or cz, it asks a few simple questions and helps them fill in the right commit fields instead of making them remember the format later. It should support setting up a project so the tool knows which commit style to use, and it should work well with common conventional commit workflows. If a repo is not configured yet, it should still do something sensible and guide the user.

Please make it feel polished and easy to use from the terminal, with helpful prompts, clear feedback, and good error messages. It should also be possible to run it locally in a project or install it globally. If you need to check current docs or patterns for git hooks or commit message conventions, look them up online first.
