Build me a modern Windows audio plugin and standalone app that does live beat slicing in real time, like the classic Livecut effect. It should take incoming audio, sync to the host tempo and transport, and let me do three kinds of rhythmic cutting, one with classic stutters and repeats, one that speeds up or slows down the repeats, and one with Squarepusher style fills. I want a clean dark interface with helpful controls, and a help mode where I can click a question mark and hover over things to see what they do.

The big thing I need fixed is that short loops and loops that do not start on a downbeat should keep making sound instead of going silent or getting stuck until I restart playback. Please make sure it works reliably in looped playback and in host simulation tests too. If you need to check current JUCE or CMake docs online, feel free to do that.
