Build me a local web app for exploring UAP incident reports.

I want to upload documents, spreadsheets, and images, including PDFs, DOCX, TXT, CSV, PNG, and JPG. The app should extract the text, use OCR for images, group reports into topics with AI, flag unusual reports, and let me fly around the results in an interactive 3D scatter plot. It should also show trends over time, compare different datasets, and if a CSV has latitude, longitude, and date fields, show the reports on a map and in a 3D space time view.

Please make it easy to run locally from one command if possible, with a clean dashboard in the browser. Keep the data stored locally, support scanning a raw data folder, and include clear setup notes for OCR and Docker. If the repo already has parts of this, wire them together into a working experience instead of rebuilding everything. Look up current docs online if you need to.
