Build me a Flutter app called tsiBirr that helps people avoid impulsive spending and low balance stress when they get bank SMS messages.

It should read and understand transaction texts from Ethiopian and regional services like Telebirr, CBE, Awash, BOA, M PESA, Dashen, COOPay, and EBIRR, then figure out how serious the spend is based on how much was sent compared with the remaining balance. Show clear levels for deposit received, minor spend, moderate spend, heavy spend, and danger when the balance is too low.

I want the app to play Amharic audio warnings for each level, with a choice to lock one sound per level or let it pick randomly. It should also let me mute the warning instantly with the phone volume buttons like a ringtone.
