Build me a local first MCP server for Google Ads that I can connect to an agent like Cursor or Claude Desktop.

I want it to let the agent safely read my ad account, list accounts, campaigns, ad groups, keywords, and performance data, then generate useful things like a daily report and find wasted spend. It should also support a few action tools like pausing or resuming keywords and campaigns, changing bids, and adjusting campaign budgets, but those write actions must be off by default and only work when I explicitly turn them on.

Please include a simple setup flow that asks for my Google Ads developer token and OAuth details, saves everything locally, and walks me through signing in with Google. It should have a secure default privacy mode, optional raw output for advanced use, and a basic health check plus local HTTP support if possible.
