Build me a really fast file search tool that works well for AI coding agents and editors.

I want it to search both file names and file contents across a project, rank the most relevant files first, and get better over time by remembering what I open most. It should handle messy search terms kindly, like typos, snake case, and close matches, and fall back to fuzzy results when exact search does not find anything.

Make it work as a small local library and also as a tool that can plug into things like Claude Code, Cursor, and Neovim. It should feel much faster than running search commands over and over, and it should keep watching the project in the background so results stay fresh.
