Build me a small Python tool that watches Discord quest releases and alerts me when a new one shows up.

It should regularly check the latest quest data from the public Discord quest source, compare it with a saved list of quest IDs, and only treat brand new quests as changes. If it finds one, it should update the saved list so it does not alert twice, then send a Discord webhook message with the new quest details.

I want it set up so it can run automatically on a schedule through GitHub Actions, around every 5 minutes. Keep the data it needs in a simple JSON file in the repo, and make the script easy to run and understand. If you need to look up current docs or examples online, go ahead.
