Build me a KDE Plasma 6 launcher that opens as a radial overlay right under the cursor when I hold the right mouse button.

I want it to show my open windows, favorite apps, recent files, and basic system controls in a clean circle menu, with the most recently used items easy to reach. It should feel fast and smooth, work on both Wayland and X11, and let me switch categories with the mouse wheel. I also want simple gestures for quick actions like copy, paste, maximize, and custom shortcuts when I flick the mouse while holding right click.

Please include window controls like maximize, minimize, close, mute, and app level close, plus volume control, media controls, tray access, notifications, and a small center area with the current category, clock, date, and battery. It should have a settings panel for hold time, transparency, scale, and turning parts of the menu on or off. If you need to check current KDE or Qt docs online, go ahead.
